Would I be able to transfer priority from WMU 300 Cow Elk to WMU 300 Bull?

The draw code is the same,so the priority is the same whether you choose antlered or antlerless.

Actually the bull and cow draws are two different draws, so no, he could not transfer his priority from antlerless to antlered.

No they are not.

WMU 300 Elk Special License is the draw code. Your priority can be moved throughout the different season codes (including antlered and antlerless).

As long as it is the same draw code, which in this case is, you CAN change from cow to bull. The answer is yes.
