Wheeler scope mounting kit

I am looking to purchase and have called all the local reps that are listed on the Wheeler site with no luck. Tried to order from Cabels and apparently they are in the same catagory as Scopes/rings ect and not exportable. Anyone seen one of these kits any place.

p&d had the 1" kit. I ordered one off ebay and had no problem getting it through customs.
