The fibre from your house goes to a green box called a fibre pedestal, it is the distribution for 12 addresses, follow it about 200-500m more and you will find a FDH, Fibre Distribution Hub. A few fibres come in and about 1000 go out. Your line is dedicated to this point. The congestion point you referred to have the delays measured in milliseconds, something we can't really notice. Typically the slow down is the server equipment of the web site you are accessing.
