Even if its not your property you can still complain. i work at a booster station right now. we have a landowner that will complain at the drop of a hat. I have never really been involved, but he stopped by site the other when we were driving piles and had a pretty good scowl on. i passed his information higher up the chain. He has gotten a lot of conpensation for noise and dust from what i understand. squeeky wheel gets greased.
