Cypress Hills Elk Archery

Just was wondering where all the Elk have moved to around Elkwater. Have been going to 118 for 3 years and always seen a couple herds but now am seeing nothing. Would like to get one before the tag runs out but can’t seem to find the Elk. Any hints or tips would be helpful. Thanks
