Default Aerators back on?

Why the change of practice regarding aeration this year? Somebodies head musta rolled over last years screw up?

aerators are on where I am at but this year there is a giant orange snow fence around them with signs everywhere telling people to keep out because of open water. its 2017. everyone put your bike helmets on too....
