Default Identify Core Services

So not to derail the Bill 20 Thread I thought I'd start this one.

What do you feel are core services that are or should be the responsibility of a municipality, city, town etc.

My list would include police, fire, road maintenance, garbage, and parks, to get this started.

Roads, sewer/water, maintenance of those, and garbage collection, and that's it.

Other services are nice, like fire protection, swimming pool, rink, library, etc. but if I break it down to the bare bones, all I really want are roads to drive on and water/sewer services in the house.

At the risk of derailing a thread that was intended to not derail another thread, I would like to suggest an amendment to the original question. At what point should another level of government be responsible?

If municipal government is not responsible for police or fire, why should the province be?

MDs currently spend a lot of money on road maintenance. I would like to see this contracted out but not in one huge contract that is so big only someone like Volkersteven can do it but smaller contracts. Example plowing snow. Another way to go is to hire independent operators for road graders highway construction that would work under control of a MD foreman. I'm thinking costs could be cut in half.
MDs should get out of micromanagement. Half the regulations in the MD should be eliminated. There is no way things should be costing as much as it does to maintain a park. Money is going to someone.
In the towns the whole public works department that costs crazy money should be privatized and contracted out,example garbage pickup, plowing snow,watering trees and mowing lawns. I bet this could all be done for fraction of the cost.
