From the blind victim's perspective, why is anyone upset of the guilty party having to pay?

So the Insurance does or does not pay, that is not going to make a difference for a near retirement person who will now have to adjust to a life of blindness.

Chances are the shooter doesn’t have the money that the victim is suing for
If it wasn’t a criminal act, his insurance would probably be forced to pay the $2m that he has coverage for
