Question Boat motors - who decides what is allowed ?

I have a question that no-one I have asked, can answer.

Who decides what type of (boat) motor is allowed on a particular water body ? It is particularly confusing for me as it varies quite considerably in my local area. In the Cypress Hills for example Reesor Lake is electric only, Spruce Coulee (a few miles away) is no motors - period (Transport Canada sign) while Elkwater Lake, about 10 miles away (but still in Cypress Hills Provincial Park) is "anything goes". Bullshead Reservoir is electric, Michel Reservoir is electric, while I saw guys on Cavan Lake (in the same area) using gas. Both Bullshead & Cavan supply the local irrigation district.

Any ideas/answers ?

Ive seen some lakes with restriction on horsepower because of lake size. For the lakes to be that close to gether and be all over the board is different. Ive seen parks in other provinces were it only electric in the area. What gets me is how the lakes are all close together and all have different restictions. Probably just another person with a brilliant idea...

Ressor very small lake, Spruce Coulee primitive campground ie. tents only and very small, Elkwater is considerably larger, Bullshead small lake trophy fishery, and I'll guess with Caven being recently being stocked it will also join the list of restricted to electric only because of it's small size.

Lake size definitely makes sense re. type of motor, as does the fact that many I mentioned feed irrigation and I can see them not wanting oil/gas residues in the water. I was just curious who decides ............ and how ........... don'e see why electric is banned on Spruce Coulee for example !!

Personally I would not want to go ripping around Cavan ............ way too many submerged fences
