Serving legal papers

I have been trying to serve a guy in Brandon Manitoba but refuses to pick up registered letter. Does anyone know if there is a service that will serve people papers.

If you google "process server" there should be lots avaiblabe in Brandon. You could also check with any security and investigations company as many offer that service as well.
