Is the case head the same size?
Or would the bolt need to be modified,

Not sure about case head but i know rim thickness would probably be an issue for the hmr extractor.

The WSM case is derived from the .27cal that is used in Hilti powder actuated tools.

Converting a HMR to WSM is not going to easy, nor practical.

I will go one step further and say it is completely impractical.

Better rifles are coming out in 17WSM. I would go that route.

Ok, not an option.
Have a Sako quad, and a hm2 barrel, haven't seen any ammo about.
Was a good idea, but not practicable.
