Default cows and fish

While I am unaware of any regulations related to keeping livestock out of rivers, your question brought to my mind a smile about a girl I used to chase way back when and i remembered that at the time she was working for this organization. Just checked their website and they are still around.

Depends on the county, in Calgary for example I understand it is against the law to allow off site cattle watering, but in rockyview no such bylaw is in place. There fore a farmer upstream can water his cattle, disturb the water way and those down stream must suck it.
Down on the belly, probably no such law.
