Keep in mind this was chlorinated water, not straight chlorine based on what the article said. There is a HUGE difference in the impact it would have to the watershed.
I guess unless we know the concentration, rates it was introduced into the river, etc... and don't measure any impacts - we are all guessing here.
Many communities use chlorinated water as their drinking water source. These same communities out chlorine into river every time they run the tap, take a shower, flush the toilet or have a drink of water .....
The effects could be literally so small, they are unable to be measured.
I'm not saying it isn't bad - I'm just cautioning against super media hype.
