Volume shipped per incident for sure. Also most major railways run directly through all towns they pass through. Also there is considerable more potential for human error with trains. Pipelines absolutely cover this country and there have only been a few spills. They happen sure but compared to the actual amount of lines it's pretty impressive! And the monitoring systems are actually pretty good at catching leaks. Just like everywhere else you have to enforce it with your workforce.
