Default Tags and licenses

so the lady at Canadian tire told me that because I have a cow elk draw I can't buy a general tag. Is this correct or does she not know what she's talking about

I haven't been a member on year for long and I can't believe the questions asked on here. I'm sure the guys who have been on here for years see the same thing over and over how hard is it to read the regs though honestly?

I thought the regs were just incase you get lost in the bush and need to start a fire. There just a recommendation anyway right?
