Default Why do they close pigeon?

From April 17 to may 14th. Dates irrelevant. If the fish all spawn in the closed area then why close the rest of the lake? Or is this to keep morons off the ice as it breaks up?

Not all the fish spawn in the closed area. Not to mention the armada of boats that would be anchored just out side the closed area picking off the fish coming into and leaving the closed area.

Most lakes in the province are closed in about that date range. Mostly for safety I think, some spawning also.
