Keep in mind that doesn't come into play until July of 2016, so the low income folks won't see any benefit until spring of 2017, and because it's effective from JULY of 2016, they'll only see half the benefit implied in the budget.
Also, the "health care levy" is nothing but an additional and progressive income tax on everyone making $50 000.00 and over, starting at 0.4 percent, and going up to 1.0 percent for those at $100 000. So, your flat tax ain't flat anymore, below $100 000. (check the numbers, and read that this levy goes POOF into general revenue, and realize no increase in funding health care is budgeted for...so the money goes in the big pot but doesn't come out where they imply it might)
Another interesting point is that those making over $250 000 get their income tax cut in 2019. So, congratulations to all you on the board when you get that little bit of heaven back in your wallet.
The 4cent gas tax will roll down to everyone unless you walk or bike or rollerblade or skateboard everywhere. Even so, it'll show up in your costs of food/goods/services increasing. Bus passes, cab fares, etc will go up to cover the cost.
Because, as Mr Prentice is so fond of saying "We're asking those who can pay a little more to do so." Except for those over $250k, corporations, and the oil industry, of course, because they're some kinda special.
Rather than being a total negative nelly, I propose legalizing dope, and selling it same as booze or smokes (same restrictions/storage/display/advertising/taxation/etc). That'd bring in some extra bucks, right there.
