Default Feather loss on local birds

Anyone ever seen this or know the reason? Some birds in my neighbourhood seem to be losing head feathers. So far I've seen mourning doves, blue jays, magpies and a pigeon with bald or balding heads. Not sure what to make of it. Heat, smoke, parasites? They are behaving normally and I'm not seeing any head scratching or rubbing. Only from the shoulders up. Wing, tail and body feathers all appear intact.
