First thing to accomplish is to find them. That really depends on the lake. This time of year they should still be fairly shallow. Anywhere from 5-20 feet deep.
Once you find them, then most of the battle is won!!!
Try using maggots, dew worms or meal worms. i use maggots as well as perch eyes once you have caught a couple keepers. People use wireworms, small rubber jigs and many other small panfish hooks sold at any of the tackle stores. i prefer to use a little larger hooks like the Northlands Buckshot jigging spoon(medium size) in a charteuse color with a few maggots and an eyeball on the treble hook.
Perch are aggressive feeders so when they are biting, catch em fast and get the hook back down as soon as possible to keep the school of fish interested. If they are in a finicky mood, try different hooks and baits.
