Default Rural Crime

There are about 2000 volunteer fire fighters around the province. Similarly
why cant we have volunteer special constables who could respond to trespassing or B&Es.
Volunteer special constables would first have to pass drug tests, a background check, a minimum of high school, have a drivers licence and be sponsored by
or have 2-3 community members sign for them.
A communication system could quickly rally 3-6 members to detain people or block escape roads until RCMP arrived.
Local people know all back roads and trails
I am not good at organizing this type of thing, but any one wants to do something like this, please have at it.

2 years incident free and they get a bullet for the gun.

They would have to be sworn peace officers and thus would have to meet the minimum standards set by the Solicitor General before they could be sworn in. Lets face it, before you meet the minimum standards your likely already looking for a career in law enforcement anyways so you might as well get paid for it. Blocking public roads and detaining someone without formally pressing charges can only be done by a sworn peace officer as per section 495 of the CC or someone acting under the direction of a peace officer. Liability would be huge on something like this. It would be very unlikely the solgen office would allow these officers to carry firearms so if they were to respond to a scene where firearms were involved they would be only putting themselves at risk.

Under section 494 of the CC, you could in theory get a group of people and allow them to act on your behalf to arrest someone they find committing a crime on your property. This however would be difficult as it would by a property by property basis.

494 (1) Any one may arrest without warrant
(a) a person whom he finds committing an indictable offence; or
(b) a person who, on reasonable grounds, he believes
(i) has committed a criminal offence, and
(ii) is escaping from and freshly pursued by persons who have lawful authority to arrest that person.
Marginal note:Arrest by owner, etc., of property
(2) The owner or a person in lawful possession of property, or a person authorized by the owner or by a person in lawful possession of property, may arrest a person without a warrant if they find them committing a criminal offence on or in relation to that property and
(a) they make the arrest at that time; or
(b) they make the arrest within a reasonable time after the offence is committed and they believe on reasonable grounds that it is not feasible in the circumstances for a peace officer to make the arrest.

Marginal note: Delivery to peace officer
(3) Any one other than a peace officer who arrests a person without warrant shall forthwith deliver the person to a peace officer.
There is also huge liability on this.

There are already groups like Citizens on Patrol (COP)and neighbor hood watched but they are limited to observe and report. You may get a faster response time if you have an established group in your areas.
