Is there a decent semi auto .223 non prohibited?
Something easily capable of sub moa accuracy.

Benelli MR1. But it is finicky with factory ammo. It really likes the federal fusion 62 grain. And it likes the Hornady 55 grain vmax

Not a semi, but over looked is the 7615. Alas they are only used and prices have gotten stupid. All my pumps have been sub moa without much trouble and my one 308 was sub moa with every load it was fed. It really liked Samson ball

I've been using my sks more since the ban. I load all my stripper clips and let her fly. It's still fun but after a few hundred rounds in a couple of minutes melted cosmoline is running everywhere and the whole area stinks so bad.

HK SL8 is another choice, have to find used or wait until importing again. With HK hard to tell when that will be. You will probably have to handload to get sub MOA.

HK MODEL 630 in 223 ,HK SLB 2000 in 223 ,both hard to fine ,but there around and they are accurate. The HK MODEL 630 uses a HK 05 mount for the scope and there very hard to find. I had the whole set of them some 25 years ago, 22mag ,223, 308 ,3006. There where only 2 HK's in 243 if my memory is right imported in 1984 to America ,now that would be score.

Wk180c’s and WS-MCR are both non restricted and work well with good ammo but they still are not an AR.

The wk and ws MCR are based off the 180b platform. They utilize a different upper, a different lower different bolt carrier. The WK bolt operates on two guide rods where an AR bolt carrier rides on the slides in the upper. Wk’s aren’t light and feel ok in your hands until you handle an AR.

I had one of these and they are a PITA to clean. Plus, they've been discontinued for a while so parts are hard to come by. Overall, with the pencil thin barrel and what you're actually getting for the $$, I would look elsewhere.
Oh, and don't be fooled by the magazines. They take STANAG not M16 magazines. Very very very picky on mags.

The op wanted something that was capable of sub moa. About the only thing that I know of would be a modern varmint or modern sporter but I’m not sure if they are on the prohib list now or not.

Basically, nope.
There are individual rifles, that will shoot sub moa with some particular load that their owner found (good luck with that experiment in the current ammo shortage) but those are the exceptions. Across the board you are looking at paying a lot for 1.5-2moa. This is not a new problem either. The only pre ban consistently sub moa NR semi auto was the ATRS, which is now prohib - lawsuit pending.
Keltec and MR1 are fine guns for killing…bigger/closer problems…but not really the solution for a coyote at 400 yards.
