Boating regulation Question???

Am i legal to paddle around in my 12ft fishing boat with 3friends,on say Twin lakes without a boat operators card and be legal on Twin lakes fishing boat wise thanks

As long as the craft isn't equipped with any type of motor, you're good to go.
