Build the fence on your property within 1/2" of the property line.
she gains nothing for property. Paint the boards a basic colour BEFORE you build the fence. Don't lower yourself to her level with the child like attitude.
accept the fact once it is built then you will have to ask her to access her side of the fence since it would be her property that you will need to stand on to maintain it. If you don't care about her side then you job is done.
