Are you talking about the original poster? Dont think it would be possible to grab and undersubscribed tag for this zone since he stated you need a priority 2 to get drawn. If you needed a priority 2 to get drawn there would be no tags left over for an undersubscribed tag. More than likely there was human error on part of the applicant, as this thread goes around every year yet nobody ever takes screenshots of their winrealm as proof and posts it here for us to see.

killerbren has it exactly right, i would bet money on it. ive done it myself on apps. a buddy of mine drew his antelope tag this year on a p12. several times i applied his win number in a group app with 2s and 3s. this year i put my high priority sheep tag in with the same guys p1. my bigger number may look just like that if i looked. i would bet he is right on the over quota count too.
