Haven't been there but heard the same thing. Even if no gate you aren't supposed to use that trail, the only reason they put up a gate is because fishermen weren't following the rules...

I've used the trail for 15 years. Been stopped by and had numerous conversations with fish cops on that trail. Obviously they weren't too concerned about it. But maybe things are changing. Might be cracking down.
The gate is there to prevent access with a truck or SUV, you can still access the trail via ATV or Sled. You can get on spencer from the north west side with a truck i hear, not sure how to enter from that way though

and live ammunition is used in the area. Use of the lake by anglers is
dependent on the approval of the Canadian Forces at the Base. If
necessary for Base operations, access to Spencer Lake may be closed
during some of the open periods listed above. Due to safety concerns,
the Canadian Forces does not permit overland access to Spencer Lake
on any trails that are inside the Bombing Range boundary, including the
trail between Seibert and Spencer lakes. Spencer Lake may only be
accessed from the west tip of Spencer Lake and it is unlawful to go
ashore inside the bombing range boundary.
Interesting. So no more truck access allowed is how I read it.
ATV/snowmobile access to Spencer Lake is still permitted down the north/south running Air Weapons Range boundary line from Seibert Lake to Spencer Lake, and from Touchwood Lake to Spencer Lake on the Spencer Lake Trail.
