Default Landowner tag question

I got a buddy telling me that is not a landowner can get his buddy's landowner tag if he doesn't want it, any truth to this?

Pretty sure it's not legal, would be the same as someone else shooting a deer and you tagging it. Not saying that does not happen, but it is still illegal.

A landowner can allow someone else to apply for a tag if the land he will be hunting is on separate title. And only if that person is involved in the day to day operation of the farm/ranch.
