Hitting it from different angles to get a one up on each other.
At the end they want harsher penalties for criminals just their way is the only way as seen through their parties eyes and the other is failing or would fail.

To my understanding it the liberals are wanting to reduce penalties to visible minorities only. They want to reduce the amount of visible minorities imprisoned.

Yep...kinda like what the Democrats(Liberals) in the States have been doing since a certain martyr was christened in Minnesota couple years ago or so...
It's a hard one in my opinion. They know who the gang members are. They know where and how the guns are being brought into the country. They know who commits the crimes.
But having a policy that targets those areas/communities directly results in over representation in the criminal justice system....
Frankly if you get caught, you should be punished. If that leads to over representation so be it.
Reminds me of when they put the gun fire triangulation microphones in Toronto so that Police could respond faster to shootings. Some community members said the policy was racist because they predominately placed them in communities of colour.
Those happen to be the communities where the gun shots were happening but they removed them anyway.
It's not about solving problems. It's about looking like you are doing something while not offending anybody.
Criminals should be offended... often....regardless of their community.
If certain demographics didn't over represent themselves in criminal activities then they wouldn't be over represented in arrests and in jail populations.
