We were catching lots of them in 11 FOW at Travers and McGregor the last week...we were fishing for whites but the walleye seemed to have a thing for wire worms before the storm hit.
When the deepest part of Eagle is only 14ft. you will quite often find them in the shallow
True they can be often found in the sub 10 foot water, yet I just as often get them in 14-18. I've seen almost 30 feet there, unless your 14' was a half joke. I don't go there all that often though.

sometimes, they're shallow, sometimes deep. 12 is a good spot to start looking.
Bear in mind that if you bring em up from very deep (same thing with perch) they can't empty their swim bladder quickly like a trout can an it can kill them
