Default Bait regulation question.

I'm headed to a lake I've never fished Thursday.....the regs say...
Bait allowed (maggots and mealworms only)
The regs clearly list what is considered bait....but then there is that paragraph where is says even on a lake where bait fish are prohibited you can still use harring etc.
So in this case what's the deal? What can be used and what cant?

In this case the reg is easy to understand. Maggots and meal worms only,

That's my initial understanding as well....but that bait ban paragraph convoluted my thought process. On a bait ban lake there are still certain baits permitted....so could those permitted baits be applied in this instance as well?

From the regs....second sentence.


Bait Fish*may be used in waters that do not have bait bans or bait fish restrictions. Where fishing with bait fish is prohibited, other baits including smelts, herring, gammarus shrimp and dead fish eggs (e.g., preserved “salmon eggs”) may be used, provided a complete bait ban is not in effect for that waterbody.
