Hardly.
Victoria is one of the dirtiest cities I've ever lived in.
Their recycling program was a farce and there was garbage all over the place.
I didn't act like it was an impossible task... I said it was more difficult than you implied and very costly. I also said that it was on the table and had been for quite some time.
300 million is a pretty big chunk of coin when one considers the size of the place. A further 500 million is a lot when you consider he population of BC.
If the same thing were proposed here for a city of a similar size... say... Red Deer... Albertans would lose their minds.
