CZ 452, or a 453 or the new 455....
Doesnt have to be brand new, but can be lightly used.
They are accurate ....
Just my .05 this evening.

What is your intended use for this firearm? Is your intent to carry it in the field and woods to shoot pests and small game, or do you intend to shoot it at a range, or at targets?

Mostly just shooting at targets .

CZ 455. Look for one with nice(r) wood, as they do come up from time to time. The one I had was very accurate. Should have kept it, but one will come home with me again some day soon. I say 455, as it will allow you to get a switch barrel and you have a 17 her or 22 wmr in five minutes.

Pretty hard to beat a BSA Martini action for just plinking at targets and the odd gopher.
Now if you want a new rifle the Savage MkII TR22 Heavy barrel is a nice bolt gun that won't break the bank.

For just having fun with the ability to change just about anything on it, I'll throw out the Ruger 10/22 since no one else has yet. That being said, I just bought a CZ 455 and it is a gorgeous little rifle at a pretty reasonable price. Depends on what you want to do and what you like... everyone has different tastes.

I've got a 10/22 in a Boyds thumb hole with a few mods done to it. Fun to shoot and accurate now. They are a great platform if you like to tinker and mod things. If you want accuracy out of the box, a CZ 452 is hard to go wrong with. I picked one up this sprig and it shoots well right out of the box, although the trigger did need some lightening. BIL has the Savage Mark II heavy barrel and it shoots great. A little heavy to lug around all day though. I had the plain Mark II as my first gun (back when they were Lakefield and sold at Macleods) and it was an accurate rifle too. It was $150 new back then and took many gophers, grouse, and beavers.
To be honest, I've seen very few .22 rimfires that couldn't shoot accurately. Most will do it out of the box. Some will require trigger work, others will need more like bedding and free floating. I have 5 different ones in the safe downstairs. All will do minute of gopher. A couple do much better.

Like many...I've been through a heap of 22 rifles. Anschutz, Savage, Marlin, Henry, Norinco , Chiappa, CZ, Winchester, Cooey and in some cases...several of each make. Most are gone now, and the survivors I personally use are Anschutz, CZ, and Marlin. The most recent was a 452 Varmint in .22lr and I think I've decided that CZ are the best combination of build quality/materials/accuracy/value out there. I've been through allot of rifles to reach that determination too....so learn from me.
So...my vote? 452 "Varmint" if it's mostly target shooting off a bench, or prone. 452 "American" if long carry and off-hand shots are a bigger part of your shooting experience.

Cz or savage. Either will be accurate and have a good trigger. The Cz is obviously prettier, but Ive killed everything I've shot at with the savage and haven't heard any complaints. And I don't worry about scratches or scrapes.

Well said groundhogger.
I have pretty much the same thoughts.
With just a 452 Cz .17 Hmr, and a 453 CZ 22 mag, Left now, also got a couple CZ 527 in .17 hornet, .204.
Biggest mistake I made with rim fires, was selling, a new Brno # 2, I bought 30 years ago and an Anschutz .22 semi.

CZ for a smaller budget, Anschutz or Cooper for a larger budget. All are well made and accurate.

.22WMR would be my go too in a Henry lever gun, complimented with a Ruger revolver in the same.
