I know, it's crazy. Every easily accessible pond seems to end up wilth yards of it, and just by the shore. Lazyness and oblivious to the consequences to wildlife...
The other night in one of the stocked pond in k country i talked to the wildlife officer who was carrying a bag, i thought it was for rubbish, but he said everytime he actually picks up the discarded lines after he checked the permits...

Any line I find, including my own, I shove down into my waders and then discard when I get back to the car. Have to be careful when it's pee time to make sure it doesn't fall out 😀, but it works well for me
