Also found a PDF that is BIS issued outlining what they are doing, we'd be interested in the LVS clauses, especially LVS 740.3. (Low Value Shipments)
It outlines what needs a licence to export, what qualifies under LVS and what doesn't.
Guns still need a licence
Ammo components don't, BUT--only a 100.00 exemption
And some of the items that qualify for the 500.00 exemption.
Receivers and castings still need a licence.
This isn't 100% accurate yet, as far as I can tell, but it is what they proposed to do.

On page 15 of that document concerning LVS (740.3) under AO501 whats eligible other than-receivers ,complete breech mechanisms ,casting ,forgings ,etc. would not be eligible for LVS with a limit of $500.00 net value for shipment.
The next line states "would be eligible for LVS if ultimate destination is Canada.These limits would be stated in Licence Exceptions Paragraph of OA501."
I'm probably not understanding how it reads.
Also new ECCN OA504 dealing with "optical sighting devices and certain related commodities". I wonder if we will be able to bring scopes back with in the LVS $500.00 limit?
Ammo and components also at $500.00 limit instead of $100.00 would have been nice,although with our dollar exchange at 25-30%still would have to be a good sale price to make it worth while.
Some Welcome changes though and certainly a good start.

The 100.00 part for components is screwy, and it and the 500.00 is also at retail, not wholesale. Brass is likely to be worthwhile for getting 50-100 of some harder to find stuff, bulk brass isn't going to happen. Bullets are not going to be able to be bought in a big enough volume to be worthwhile because of the freight factor. So far this stuff is all about the proposal, haven't seen anything about a change on it though, that looks recent. Commerce doesn't seem to have issued anything new and different. Lot of brokers offering 1000.00 courses on understanding it, so, I suspect this is pretty much the final version, and what exemptions are different for Canada, are certainly not clearly spelled out. That will take going thru ECCN's against the countries list and seeing what is called out there along with definitions. And I think the people who answer those questions are subject to the gov't shutdown at the moment.
