The exemption has been in place for years. It was meant to accommodate people such as so-called Old Order Mennonite and Hutterite sects, whose strict interpretation of the Bible forbids the possession of “graven images” which they believe includes photographs of themselves or others. Most of these people are rural farmers, who would possess a rifle to shoot varmints and such.

If there are members of any other religious group who follow a similar tenet, they can apply for the exemption. You must apply, in person, with a written declaration from a religious leader that you follow this practice.

You can’t claim the exemption simply by saying you belong to Religion X if you have a couple dozen selfies on your FaceBook page. You cannot claim the exemption if you hold a passport, which requires you to have a photo, thus rendering your claim moot. You can’t claim the exemption if you have a driver’s licence which also requires you to have a photo, as per the Supreme Court.

The exemption wasn't created for Muslims and there is nothing in the Muslim religion that claims they can't have their photos taken.


Rebel Media would have you believe this is a “Muslim!” thing. I can’t imagine why.

Have you ever encountered one of the tiny amount of people with no picture on their PAL, when selling your used stuff? If not you're making a big issue out of nothing. If it bothers you that they don't have a picture, as a private seller you could refuse to sell to them.
