Looking at the past winners circle it doesn't look like anyone from outside of the U.S. has even won. In fact most people winning are from Arizona.

Guessing they buy the bulk of the tickets. I hope to be the first to win a desert bighorn permit this year!

Yea that would be nice for sure, good luck. I guess you can't win unless you buy one. I just hope there fair and if they draw our name they actually call us.

Its been so long I cant remember if I bought Minister's raffle tickets this year....hahaha.

Talked to my buddy there in eagar where i drew teh best elk tag in the world probably and the whole darn state is practically burtn where teh best hunting was, over 2000 elk dead in the mountains where we were hunting, very sad
