Default 24V Thruster RF 50 trolling motor

I have the above troller with the wireless foot controller, that I cannot get to work. It has been in storage for the last half doz. yrs. but not exposed to the elements. I would like to sell it now but not if it doesn't work..
Any suggestions as to why it's acting up.. 24V batts up to charge and new 9V in controller...or who could take a look at it, without it costing more than what I could get by selling..?????

Ever used in salt?
Seen an armature seized completely in the housing from salt build up once. Doesn't usually happen until it's allowed to sit and dry out.
Just a thought...
