Default What this means on PAL

My buddy renewed his PAL and this is what's written on the back on his new PAL.

"Standard and non standard and transportation conditions are attached to this license"

What this mean?

Also, and how come his new PAL is just like a driving license. Exact color and shape and everything like Driving license.

They changed the cards to be “more secure”. All new PALs look like that.

The conditions are also standard on any PAL where the person owns a restricted firearm. It just means that there are the transport conditions electronically attached to the license.

"Electronically attached"? How about printed on the sheet of paper that the license card was attached to, including the bit that says:
Carry this document with your license card as you must be able to produce this document on demand if requested by a peace officer or other authority.
