Take shaftsbury ferry road to the banks and start hill hopping west.
Or try the same thing west of that, north of Belloy.
Or south of Belloy over the Hiway, up the hill to Birch hills, tower road.
You can get lucky and stumble onto elk in any of those areas, public lands.
But there won't be one tied to a tree up there, you have to get out and put in time.
