Default Transfer of registration

Once you transfer registration of a rifle how long until you get the registration in the mail. On average how long does it take.

sometimes three weeks, sometimes three months!
There is no baseline , I have had the preliminary notices come AFTER the registration card a few times!!

I have never had a registration card take more than 10 days to arrive in the mail so based upon my experience (approximately 10 transfers) they must send it out right away.
