Question What’s coal lake missing?

So I’m local to coal lake I’ve only been fishing around here for three years and have heard the rumors that perch are in there , but have yet to see one even after specifically trying for two days still only came up with small pike , the lake gets weedy and it’s shallow. The fishing is getting a little worse every year it seems to me , i know lots of people are saying the same with there local lakes, is there any we could do to start restoring these lakes? I was reading about perch declining because shinners are declining, why are they declining ? My go to solution would be to somehow dig out the middle of the lake so winterkill isn’t so bad but is that going to help shiner populations? It seems like such a complex problem and then I thought hey I should ask all the people with the most experience in the water ! Any insight would be greatly appreciated !
