New String and Tuning
I had to put a new string on my bow, the bow shoots off by about 2 feet now and seems louder (i may be imagining the last part). I know they didnt tune it after they put the string on it because the first time i drew, the cord for my drop away pulled out of the string and i had to get them to tie it back in.
Anyways, my question is do i need to adjust my rest to the string first or do i adjust the sights first then adjust the rest afterwards?
Thanks.

Adjust the rest, tune, and get the arrows flying true....then adjust the sights IMHO.

with a string change you should have rest adjustedf for center shot and check timing and axle to axle to make sure everything is still bang on..best to get a pro shop to look at it.

If your rest centre shot was gtg before you changed the string its still gtg now. Changing a string does nothing to your centre shot. You don't say but it's vertical that you're off by two feet right? That being the case, it's your knocking point that is off from your previous string. Chaning your knocking point and/or a combinations of rest height/knock height will get you back on target. Notwithstanding all the other stuff that requires checking when you change a string (Brace Height, Axle to Axle, arrow tuning.......................sighting in is last).

Your bow is somehow out of spec with the new string.
Measure:
Tiller
Brace height
Axel to axel
And make sure they are to factory spec.

Sounds like you need to tune your cables at your axels. When they put it on it sounds like they didn' either put enough twists in or put to much in. Check for cam lean, this will help tell you if you need to get your cables re tuned.
Good luck

go online to the Manufacturer's website and print out a tech/spec sheet for your model, measure out your bows spec's and compare. If they are not to spec, have the bow tuned to bring it back to spec, shoot 200-300 arrows and recheck, bring back to spec if need be. Shoot a few hundered more and recheck, by now you should be good to go, but recheck.
Once everything is to spec if not slightly better, take a container of liquid white-out (if you don't have tuning marks) mark with a small dap of white-out on either side of the string on the cam itself, then place a small dab on the string just above the cam itself. This will provide quick reference points to check the timing... call me old fashioned ;-)

A bit late, but for the future...
Before you start replacing strings and cables, mark the original location of the limbs on the side of each cam. Then replace only one sting or cable at a time, and twist the new string/cable until the marks on the cam are aligned with the limbs. Do this for each string/cable, one at a time. This saves mucho grief and ensure proper cam timing and string/cable lengths to your [previously] tuned set-up.

Key word being previous. Doesn't mean the bow is back to where it should be by design.
If it is a quality string set, the strings will be sent out after being relaxed for at least 24 hours once prestretching and serving is completed. Then its measured to an industry standard 100# on 1/4 pins for 20 seconds. They should only be a couple twists at most for being perfect.

thanks for all the input guys, ended up taking it to pipestone because of the smacking noise. we ended up having to order a new string for it. hopefully that will get everything back into spec.
