This one seems pretty easy to solve for me.

Let the kids who want to (and are able to) play competitive (and contact) hockey can do so.

The kids who can't or don't want to, can enjoy themselves in a no contact league.

I think it would make too much sense just for players and parents to make a simple choice ......
