Default Pal question

My sons turning 18 in a few months and he’s looking to get his pal as soon as possible. Would sending the application a month or 2 before he turns 18 work? We figure this way the day he turns 18 it can get finalized and sent out so he doesn’t have to wait long. What do you guys think? Has anyone tried sending their application in before they turned 18?

Best to call the Firearms Center to see if they will even accept the application from someone that isn't old enough.
