Yes but WMU 400 is probably one of the highest hunter densities in Alberta that would benefit from traffic lights at cutline intersections for the ATV's. Road signs start getting scared toward the end of August in those parts.

Not the whole zone but most of it. 90% of where the elk are. If its not a park by September i would be surprised. I was thinking more along the lines of May long but its been quiet lately.

The decline in the Elk population in 400 is proportionate to the amount of cow tags given out. The last 8 years 124, 120, 111, 65, 50, 50, 9 and last year 5.

The decline in population of 400 , I believe is due to migration onto private grazing and hay lands that are greener. The making of the park will make it worse because like near Waterton the elk only return for safety from hunting pressures. You need livestock grazing to attract ungulates.

Please explain how livestock grazing attracts ungulates? Hay fields and crops I can see,,, stored feed, yes,,,,, restricted access, yes,,,, predator control, yes,,, but I cannot see how livestock grazing of pastures attracts ungulates.
Last I looked most of 400 was grazed by cattle.

Cattle take the place , that Buffalo occupied forever. . They graze 1st taking out the old longer & dead grass . This is replaced with fresh , green regrow th that in turn attracts elk and deer. Range management 101. Waterton park is a prime example. Right now the park elk have left and are on the southern slopes of private grazing land grazing the new spring growth and avoiding the long stale grass of the park. The Park recognizes this and is conducting controlled , prescribed burns to freshen up their grass and attract the elk back with improved grazing.

Yup 400 is grazed by cattle , but very lightly. The preferred grasses through out the year is is on neighbouring private land that is properly managed. If made into a true park there won't be many game animals there except during hunting season , much the same as Waterton Park .
