2 Blade Bloodrunners

Went to my local archery shop and ordered 2 Blade Bloodrunners and they brought in the 3 Blade. Apparently the 2 blades are illegal for big game in Canada and the reasoning behind it is it that they act like a barbed head. My question is are they huffin anise oil or are they infact illegal.
