Barbed hooks: What's the official word?

As on pg.14 of the January addition of the AO magazine, it looks like the rule for barbless hooks was amended on Sept. 22, 2011 and just recently the officers become aware of this and no longer should be giving out tickets.

Question is: Why did it take so long for the officers to find out and why was it not in the 2012 reg's?

Maybe Rob can shed some light on if the update will be in the 2013 reg's.
