Bow River - keep limits?

I don’t fish the bow that often in the last few years - I used to love targeting whitefish on maggot tipped flys in the fall. Then whirling disease came and they made Bow baitless and no keeps.

Friend called me today and claims it’s open again now for keep the Bow with size limits - 1 trout and whitefish. He wants to go out this weekend.

I googled it and found this link. There is no year date code on it except on the tail end of the hyperlink saying 2016-09.pdf and I see nothing on the regs saying new revisions. I’ve been under the impression no bait and no keep.
