Need some advice

I have a general whitetail tag and a general Elk tag. I scouted 402 earlier this year before the floods and saw a fair number of deer and decided that I would hunt there this year because it's fairly close to where I live. I have been on 2 trips there so far this hunting season and can't seem to locate any deer at all. There are lots of tracks and signs of where they have been bedding but no deer. Anyway, since the floods I have to take the long way around to 402 which is almost a 2 hour drive now, so I was thinking of trying somewhere else. I was thinking maybe 314, 316, 412, or 414. I have never spent much time in either of theses WMU's. Has anyone had any luck in these places or can offer some tips (402 as well), it would be greatly appreciated as I only have 2 weekends available before the season ends.
