Do you intend to turn the necks for consistent thickness?
Some suggest forming Gibbs cases from 280R, to better maintain maximum neck length.
Good Luck, YMMV.

I used 14.6 grains Trail Boss and 180 gr bullets .Cases fully formed from fired 30-06 ackley
30-06 Ackley measure 2.494 after sizing
30 Gibbs measure 2.470 after sizing
Cases are square and no need to neck turn. All the cases I have used have been from a factory box of ammo fired from the same barrel starting as a standard 30-06 then 30-06 Ackley and now 30 Gibbs
You will find case necks will be less concentric when forming cases when necking up or down ie making 25-06 from 30-06 or 35 whelen from 30-06 etc.
On the Ackley and Gibbs in the 30 cal I'm really not changing the neck ,think of it more as changing the shoulder.
I don't know that I would FIRE form 280 in the Gibbs as the case is longer and may cause problem on firing ??I would not have any reservation on forming from 280 if using pistol powder and cream of wheat and a tissue to pre-form the case and then fire forming
