Most scopes per click is 1/4 moa, so 4 clicks per moa. A lot of scopes i'm familiar with will give you 15 moa per revolution (60 clicks) of the turret. So not sure what your .37 is...but typically you would mount your scope to your rifle, get it zero'd at a desired range. A lot of centerfire hunting rifles zero for 200 yards for example. But you can do this on an air rifle or rimfire also, zero distance quite a bit less of course. To go up 21 moa from your zero you'll be going up 84 clicks, or a full rotation of 15 moa plus 6 more moa (6 moa x 4 clicks per moa = 24 more clicks past the first 15 moa/60 clicks).
For perspective, dialing in 21 moa from a 50 yard zero on a .22 lr rimfire that would take you to 200 yards. Adding 21 moa from a 200 yard zero on a typical centerfire cartridge it would get you to 775 yards. Hope that helps.
